you can buy body brushes and exfoliating gloves, used everyday they work wonders... also and exfoliating shower/bath scrub and moisturise as soon as you get out the bath/shower.. and drink plenty of water

you need a body lotion with glycolic acids to gently exfoliate the top rough layer of your skin and reveal baby soft skin underneath. The best one I've tried is DDF Glycolic Body Lotion. It's not very cheap but I don't need to use body scrub anymore and it keeps my heels so smooth I don't need to go for peducures as often. Daily dry body brushing and if you want a home made scrub. Fresh coffee grounds and olive oil as a exfoliator work great. The caffine in the scrub helps to break down the bumps. If you dont want to smell of salad or coffee just add a few drops of your favourite essential oil and that will do the trick
they could be the source of ingrowing hair, or build up of bacteria on the kinn, keep polished, (simple flannel exfoliation while in shower will do), aboce all keep clean. (i had a paitient who had an abyss removed from his bottom due to an ingrown hair-he had a walk not dissimilar to john wayne , it was that painful!) bathe with 1-2 caps dettol/savlon/betadine. good luck ;-)
I'm not sure what kind of red spots you mean but if it's the permanent red goose bump type that you get on your arms and bum and thighs i can help. I've had them all my life as have everyone on my mum's side. The best thing for the roughness is baby oil after you shower. This won't fix the appearence but a light tan covers them up
