1. completely slather your lips in vaseline
2. soak a flannel, or the corner of a towel, in warm (not too hot!) water and rinse
3. hold the flannel/towel over your lips for a couple of mins
4. get an old toothbrush and gently rub it over your lips
5. put on your regular lip balm

Slap on some ordinary jelly vaseline at night and drink plenty of water, water brings back the pink/rose colour to lips.
Make this a regular thing. You won't be disappointed.
I come from South Africa, so my lips can become seriously chapped. When my lips have become really red and irritated the only thing that helps is Elizabeth Arden’s 8hour cream right before bed. The next morning it only needs a little exfoliation with a flannel (not a toothbrush – it’s to harsh and doesn’t remove as much flakes, but irritates the skin more). You can also use Petroleum Jelly, but it takes a bit longer.
Invest in Carmex lip balm. It is the best lip balm around. DO NOT use vasoline- it is too cheap to be good and doesn't make any difference to your lips. You can get carmex in boots for £2.49 and it doesn't have any animal testing. Even if your lips aren't chapped you can still use it to retain the goodness of your lips. I use it every night before I go to bed and my lips are so smooth the next morning ready for my lipstick. Even if your lips are very chapped at the minute within a few hours of using carmex your lips will be back to normal. It can be used as an everyday lip balm too!
Put on a little vaseline and then softly scub off with a soft toothbrush. And then don't use drying lipsticks, just a little gloss (or a little more vaseline!)
In addition to all the great tips for products here, there is a cheaper cheat's way to great lips: keep yourself hydrated. The dryness of lips is a great indication of body hydration levels. IF they are dry and sore, your body is crying out for moisture, so keep drinking that water!

the only reason vasoline is cheap is because it contains only one ingrediant. i use it and its the only product that works on my lips and it costs less.
I also use the little pink tin from superdrug. its about £1.30 its spf 15 and has shea butter in it.
My friend has the same but without the spf and its aloe vera instead. hope this helps.

RE the Vaseline/dont use Vaseline debate, My lips get really chapped and when their that bad Vaseline doesnt work (Although I find the green Aloe Vera tin better than the ordinary kind) apparently petroleum jelly can dry skin??, either does 8 hour cream - but the flannel tip was fab. When my lips are really chapped I use Blistex Relief Cream (formerly Blisteze) I find this really works and dosent give me dry flakes of skin on my lips that Vaseline/8 hour cream seems to. There's this lip balm which makes you lips all around amazing! It's called Mene & Moy Yellow Peel Balm. It's a mad little thing, basically you use the balm every hour for a few days and your and your lips become kind of smooth, soft and bee-stung voluminous like Angelina Jolie's and then you just use it a couple of times a day to maintain the results. It looks very natural and it's nicely moisturising as well. It's not cheap but fillers are more expensive besides you might end up looking like Leslie Ash. i find lipvitamins lipbalm, aquafina lip oil, all c.o.bigelow lip balms and shines, and softlips lip balm to be the best lip softners i have used. they keep them soft, hydrated, and if you apply the aquafina lip oil/ gloss/shine over the lip balms, the're shiney too! really, whats not to like? Aquafina and lipvitamins is available at Claires, c.o.bigelow stuff at bath and body works and softlips at almost everywhere . . . walmart, walgreens, C.V.S

Melrose skincare which comes in a stick is brilliant, if you have chapped lips put this on before you go to bed the next morning you can really notice the difference, I find this is better than vaseline too as it stays on your lips longer.
