Get some E45, and rub it into ur hands, then just wipe it onto your lips...do it at night before you go yo sleep. Works for me! x

Put on a lip moisturizer before applying any lip stick or lip gloss. Some lip sticks and glosses have the tendency to dry out lips or make them flaky, but applying a lip moisturizing can keep lips moisturized even after a long day.

Try leaving vaseline on overnight and then scrubbing off anydead skin in the morning. This will leave your lips smooth and soft with the added bonus of making lipstick apply smoothly with no/less cracks in colour.

Rub your lips with royal jelly honey then apply lip balm. Also, any lip balm with cinnamon oil will give you a bee stung look. (Try lip venom by Do Woop or lip injection by TwoFaced.)

First thing every morning and last thing before you go to bed apply Burt's Bees lip balm. Make it a habit of always carrying some sort of balm with you everywhere you go!

Volume and texture is the good place to start. I've discovered Mene & Moy Yellow Peel Balm. It's a mad little thing, basically you use the balm every hour for a few days and your and your lips become kind of smooth and bee-stung voluminous like Angelina Jolie's and then you just use it a couple of times a day to maintain the results. It looks very natural and it's nicely moisturising as well. It's not cheap but fillers are more expensive besides you might end up looking like Leslie Ash. the best way to get soft kissable lips is to rub your wet toothbrush over your lips gently. This promotes circulation.Then apply lip balm. in a matter of seconds you would hav sexy lips.(just lyk me.lol.)
