It is very hard to explain over a computer. Personally I find that make-up tools are sometimes more important than the products. MAC make-up brushes are made from real hair and are very good for putting on eyeshadow etc. I find that putting liquid eye-liner on the top lid and eye pencil on the bottom lid is lovely. Just buy a cheap liquid one and Christian Dior crayon eye-liners are the best as you rarely have to sharpen them. MAC eyeshadows are the best. Dior mascaras are the best or even YSL. In terms of technique you can go any beautician for a "make-up lesson" for 1/2 hour/ 1 hour and they'll give you loads of tips! Or get your make-up done by a make-up artist in a department store and they'll tell you how to apply make-up!
I've heard that for events where we'd see them in photos, the celebrities have makeup artists apply their makeup. So don't beat yourself up if your eyes don't look exactly like theirs. They get help!
Good makeup brushes and small sponges can really make a difference, though, more than what you put on your eyes (unless you're looking to put some truly awful shade on your eyes, in which case even a good brush can't help :D ) I have to admit that there is one product that is - even for me - practically goof-proof. It's Cargo's SmokyEye duo; it's eye shadow and liner in one package. It even comes with instructions for those of us who are makeup-challenged.

That way you can see how professionals do it and try and do this yourself knowing which products to use!
