Firstly consider is it really excessive noise or just normal noise in a badly-built property? If it is excessive start by asking them nicely. When that fails start keeping a diary of every occurance. Then approach your local authority (mine were wonderful) who can act. In my case it involved an independent company monitoring noise levels (96 decebels in my bedroom) and then THEY took action leaving it out of my hands. It's also prudent to find out whether they own or rent as approaching their landlords would be useful. Get others onside too - if anyone else is suffering there is strength in numbers. If the noisy neighbours are unapproachable and you have to go the local authority route be prepared for it all to take time tho, but diarising occurances is essential.
