This is a tough one, but the key is (weirdly) to wear less make up, rather than trying to disguise the effects with more. Your skin will be dehydrated, so moisturise vigorously. Cover up under eye bags with a light touch, put a bit of healthy-looking pink blusher on the apples of your cheeks, stick to sheer and pale eye shadows and apply mascara if your hand isn't shaking too much.
Wear a crisp, white shirt with a collar. It will reflect light onto your face and no one will be the wiser! I used to always keep an ironed shirt in the wardrobe for such emergencies. Nothing shows up your hangover quite like a crumpled black shirt.
Use a teaspoon of instant coffee and a teaspoon of sugar and after you have splashed water on your face, use this to exfoliate. The mixture not only exfoliates but it leaves a nice glow due to the color in the coffee. Then moisturize with cocoa butter. The smell of the mix is also soothing. Then you simply need some mascara and a nice glossy lippy.
Looking good the day after starts before going to bed. First, drink lots of water, even if you don't feel like it. Sport drinks help too becasue they replace electrolytes. Always remove your make up. Try make up removing wipes to make life easier. Always moisturize and use a good eye cream. You're dehydrated and so is your skin. Something with a sunless tanner can really do wonders for taking away the day after pale.
Finally, settle into bed with some Aleve. Chewable pepto-bismol will do wonders for a squemish stomach.
The morning after, try a tinted moisturizer for blotchy skin and concealer for under eye circles. Some light shimmer eyeshadow will brighten up your eyes and a blue mascara makes your eyes look brighter and whiter. Blush will brighten your face and so can a touch of bronzer on your forehead.
Firstly, after washing your face use very cold water to rinse and rinse for at least two minutes. Keep make up to a minimum, caking it on only enhances flaws and will make your skin crawl. You can always add as the day progresses. Use an eye bath. If the whites of your eyes are clear you will look and feel better. I love optrex redeye. Instead of spitting out the final rinse of your mouth swallow some of either your mouthwash or toothpaste.
Try going out for a walk somewhere, I know you'll be thinking no way can I be bothered to do that when I have the hangover from hell but believe me the fresh air really does do wonders for a pounding head and the feeling of still being a tad drunk! Also, make sure you put a lot of effort into your clothes and hair as it'll take the attention off how rough you look!
If you can, take an aspirin before you go to sleep. When you get up have a couple of glasses of water and a decent breakfast such as porridge.
Remember to cleanse, tone and moisturise!

Take a long bath. If you can't get rid of all make up don't apply any more, it won't help your skin. Moisturise and drink herbal tea to cool down your system.
