Kiwi makes these quick wipes for shoes, they are cheap and available at the drugstore or target. Easily got the salt off of my favorite boots and I'm sure could wipe the make up right off

Depending on the color of the leather, you might want to check out some brands of baby wipes. I've used dishwashing liquid to get make-up stains off of white leather.
