The only way breasts will seem larger is if the muscle behind them is toned which will make them appear more perkier and fuller.Aside from good posture,there are a few videos on youtube that concentrate on this.It's a bit like guys working to attain better pecs.A lot of women tend to just pop their chest in and out (moving with the shoulders) and repeat "I must...I must...I must improve my bust!" whilst doing the exercise.

as suggested concentrate on the muscles behind the breasts (pectorals) BUT don't work to heavily on them, just enough that they feel toned and strong. Women bodybuilders who concentrate on their chest have NO breasts whatsoever. Another area to concentrate on to tone up would be your back, lower back, upper back and shoulders. Toning these will improve your posture, help to pull your stomach in while lifting your shoulders up and back and pushing the chest forward.
